Find your save game file, find the folder in your save folder named "radio" open the folder called "data" and finally open the file called "RADIO_SAVED". Then you can simply restart the broadcasting by setting "DaysSinceStart = 0" on the top. It works with the radios I have not tested the TVs. Enjoy.
